Impact23 and the UCR SOM

Impact23 is a multi-year initiative at the University of California, Riverside that will transform the way that the university transacts, develops budgets, tracks spending/revenue, and performs financial reporting. 

The program will implement the UC mandated Common Chart of Accounts (CCOA), standardize business processes, and replace existing financial systems with new, cloud-based applications that include Concur Travel & Expense, Kuali sponsored programs, Oracle Budget (EPM) and Oracle Financials.  

Most of the changes are scheduled to be implemented on July 1, 2023.

Preparing for Impact23 in the School of Medicine

In order to ensure a successful transition within the School of Medicine, we ask that all employees take the following steps.

Review and stay current with all fiscal closing instructions

All employees should review the fiscal closing instructionswhich are available on the fiscal closing page on the SOM Intranet. These instructions have very specific timelines and deadlines in preparation for the conversion. 

Plan all procurement purchases ahead of time

As part of the conversion process there will be blackout dates when we will not be able to do transactions under any circumstances. Cutover and blackout dates can be found on the Impact23 website

Familiarize yourself with the new Common Chart of Accounts (CCOA)

The Common Chart of Accounts will replace what is currently known as FAUs.

If you are a regular user of FAUs, you can access the new CCOAs in the Impact23 Golden Tree viewer.


Impact23 Training

Employees are encouraged to take Impact23 trainings via the Learning Management System (LMS).


Accessing applications via R'Space after conversion

After conversion, R'Space will continue to be the primary portal to access most of UCR's authorized applications. Oracle and other newly deployed systems will be accessible via R'Space.

Kuali which will be deployed to manage contracts and grants for principal investigators, can be accessed at this link.


Transition from Dope and UCRSFTotals Data Warehouses to Looker

The Impact23 project includes a plan to deploy a new tool named "Looker" that will replace both Dope and UCRSFTotals data warehouses. More information about Looker can be found here and a Looker tutorial can be found here.


Information for Employees

Faculty members and Contracts & Grants (C&G) funds

All faculty members who have C&G funds should review and stay current with the Impact23 deadlines listed on the SRP website to prepare for the change.

Additionally, faculty should reference the Research and Economic Development (RED) Kuali site for PI-specific trainings relating to IACUC/AUP; IRB; COI; and SPA.

IACUC is currently requesting PIs to schedule a session with them at so they can assist PIs in transitioning their existing AUPs into the new Kuali system.  Please email IACUC to schedule a session.

Staff members who are transactors or who hold financial reporting responsibilities

In order to prepare for the transition, please participate in the Impact23 summits and trainings. For those in the testing group, please continue to participate in your assignments as you may be asked to help train members of the SOM and the UCR community.

Review the Looker tutorials and information.

Staff members who are not transactors and do not hold financial reporting responsibilities

Staff members who are not transactors or do not have reporting responsibilities can facilitate the Impact23 transition by reviewing and staying current with the fiscal closing instructions and deadlines.

In addition, staff should plan ahead with their procurement purchases in order to avoid Impact23 deadlines and blackout dates.
